February 2010 - Panda Consulting to provide mapping services to Lake Worth Drainage District
Panda Consulting was recently selected by Lake Worth Drainage District (LWDD) to provide mapping services related to LWDD's rights of way and easements. The multi-year project includes the mapping of an estimated 5,000 parcels created through Chancery Cases and an additional 9,813 parcels created through quit-claim deeds, warranty deeds, indentures, and other recorded documents. The mapping will compare the dimensions shown on the source documents. those shown on plats and the parcel mapping provided by Palm Beach County Property Appriaser's Office.
February 2010 - Panda Consulting provides ArcGIS training for E911 Specialists
Panda Consulting, in conjunction with AK Associates of Gainesville, Florida, provided a three day Introduction to ArcGIS for E911 training course. In addition to the fundamental elements of ArcGIS software, the course also included: Getting locations from attributes: Adding x,y coordinate data; Finding places and addresses; Finding routes and nearby places; Geocoding; Geocoding components (address table, address locator, reference data); Address matching overview; Geocoding workflow; Reference data sources. The training was held at Panda Consulting's Palm Beach Gardens office.
January 2010 - Panda Consulting provides Legal description Training for Southwest Florida Water Management District
Panda Consulting provided a one day course to Southwest Florida Water Management District mapping staff on construction and interpretation of legal descriptions. The class included: The Concepts of Land Ownership, Interests in Land, Fee Simple Ownership, Easement Rights, Leases, Transfers of Land Interests, Types of Deeds, Types of Legal descriptions, the Public Land Survey System and several mapping techniques. The training was held at the District's Brooksville office.
November 2009 - Frank Conkling is named President Elect of the Florida Association of Cadastral Mappers
On Tuesday, October 20, 2009, Frank Conkling of Panda Consulting was named President Elect of the Florida Association of Cadastral Mappers, (FACM). FACM is a volunteer organization established to create a framework in which the various governmental units of Florida and others may cooperate in the investigation, study, discussion and recommendation of improvements in property ownership mapping and land records management.
November 2009 - Panda Consulting makes presentation at FACM Annual Conference
On Monday, October 19, 2009, Frank Conkling of Panda Consulting made a presentation to attendees at the Florida Association of Cadastral Mappers titled "The Cadastral Fabric: A Look at the Future of Parcel Mapping". The presentation explored the current state of parcel mapping, curent data models together with the ESRI Cadastral Editor’s new data structure, its concepts and physical characteristics. The presentation reviewed conversion issues, the currently recommended editing and maintenance workflows, and shared insights obtained through its experience of the benefits and limitations of the new structure and software. April 2009 - Panda Consulting makes presentation at SERUG
On Tuesday, April 28, 2009, Frank Conkling of Panda Consulting made a presentation to attendees at the Southeast Regional Users Group (SERUG) in Jacksonville titled "The CAMA Oriented Cadastre." This presentation discussed the ways in which most of us have been modeling land record data and the need to begin thinking of developing and using data models that reflect the data that is needed for property appraisal. February 2009 - Panda Consulting announces Virtual Panda
Panda Consulting (Panda) has announced an exciting new service for its clients - Virtual Panda. When enabled and allowed by you, this service enables Panda employees to observe and manipulate your desktop from our office in Palm Beach Gardens - in other words, to "virtually" sit at your desk and solve your problems with you watching and asking questions along the way.
With this new service, Panda will be able to quickly and economically solve problems you are having with your data, install and configure software, create those special label expressions, or demonstrate how to perform a function you've forgotten how to use. Panda will even be able to assemble and produce maps for you, all without you having to wait, (or pay for travel or hotels) for us to visit your site. You can even have training sessions where we teach you how to use new tools on your data without setting up special rooms or setting aside entire days. Sessions start at as little as $30 for fifteen minutes and quantity discounts are available.
January 2009 - Panda Consulting begins Second Phase of United States Forest Service Mapping Project
Panda Consulting has begun the second phase of the USFS mapping project. This project entails mapping the ownership changes within the National Forests located in the Western United States. This project is unique and challenging in that it utilizes a series of regions within ArcInfo coverages as its final delivery. All mapping requires the use of Coordinate Geometry (COGO) tools and must be delivered in ArcInfo coverage format. Panda has completed the mapping on the first six forests and includes the mapping of interest exchanges, mineral rights, road rights of way and the land patents and their impact on the forest boundaries.
January 2009 - Frank Conkling receives GISP certification
Frank Conkling, owner of Panda Consulting has received his GISP designation by the GIS Certification Institute (GISCI). A GISP is a certified geographic information systems (GIS) Professional who has met the minimum standards for ethical conduct and professional practice as established by the GIS Certification Institute (GISCI). The GISCI certification program is a professional recognition program for GIS professionals who have at least 48 months of professional experience. Frank has over 35 years of mapping experience and 25 years of GIS experience. As always, Frank continues to explore new ways to mentor others in the usage of geospatial technologies.
January 2009 - Panda Consulting begins Putnam County Parcel Mapping
Panda Consulting has entered into a contract with Putnam County, Florida to provide Parcel Mapping services. During the three year contract, Panda shall map approximately 55,000 parcels increasing the spatial and geometric accuracy of the tax parcels contained in the Putnam County GIS. Panda shall review the existing structure and make recommendations on ways in which the data model can be more efficient and serve the needs of the County better.
December 2008 - Panda Consulting completes Citrus County Parcel Mapping Project
Panda Consulting is proud to announce the completion of the Parcel Mapping Project for the Citrus County Information Cooperative. The project involves mapping 147,000 tax parcels from deeds and plats throughout Citrus County, Florida.
October 2008 - Panda Consulting provides two days of training for Advanced Cadastral Editing in ArcMap
At the 2008 FACM education workshop in Cocoa Beach, Frank provided two days of advanced training in how to efficiently used ESRI’s ArcMAP for Cadastral Editing. The training showed the power of the software without additional third party software or extensions. The training sessions were provided as part of the education activities associated with FACM.
October 2008 - Panda Consulting shares the secrets on how to make your GIS FAIL
At the 2008 South Florida GIS Expo, Frank Conkling provided a tongue in cheek presentation titled “10 easy Steps to Ensure your GIS Fails”. Using his 20 years experience, Frank provided several examples of the types of mistakes made during the procurement, implementation and everyday operations of a GIS. This presentation was enjoyed by those in attendance with everyone laughing while recognizing themselves in the examples.
June 2008 - Pinellas Planning Council enters contract with Panda Consulting
It was announced today that the Pinellas Planning Council and Panda Consulting have entered into a contract to convert existing planning and future land use plan data so it may be used by the planning council to track FLUP designations, FLUP changes, annexations, municipal limits and other related planning information. The project includes the design and integration of a geodatabase, conversion and population of all required feature classes, the development of several map templates and training.
April 2008 - Panda Consulting makes presentation at SERUG
On Wednesday, April 15, 2008, Frank Conkling of Panda Consulting and Cheryl Glenn of SWFWMD made a presentation to attendees at the Southeast Regional Users Group (SERUG) in Jacksonville titled "Towards a More Accurate PLSS." This presentation discussed the findings from the PLSS pilot project and reviewed cost effective ways in which agencies could work towards a more accurate Public Land Survey System by gathering and standardizing existing and proposed survey control project.
March 2008 - Sun n Lakes of Sebring Improvement District enters contract with Panda Consulting
It was announced today that Sun n Lakes of Sebring Improvement District and Panda Consulting have entered into a contract to convert existing utility drawings into a GIS. The contract includes the design of a geodatabase, conversion of all existing utility drawings, creation of a map document for use by the Improvement District, implementation of a kiosk for use by Improvement District staff, and the acquisition and training on a handheld GPS receiver.
February 2008 - Frank Conkling provides Introduction to GIS for Surveyors for FSMS
On Friday, February 8, 2008, Frank Conkling provided a 6 hour CEU one day education seminar for the Florida Surveying and Mapping Society in Brandon, Florida. The course focussed on the fundamentals and implementation of GIS within small to medium size surveying companies both internally and as a service for their clients. Frank presented basic information on the science and analysis behind the technology and observations on becoming involved in GIS projects.
February 2008 - Panda Consulting awarded Parcel Standardization Project Contract with St. Johns River Water Management District
Panda Consulting has been awarded a three year contract with St. Johns River Water Management District to compile, summarize and standardize the parcels contained in 28 counties throughout Florida. The standardized parcel data will be compiled semi-annually and will be used by District staff for water resource analysis and the processing of permit applications. The counties for which the data will be collected are: Alachua, Baker, Bradford, Brevard, Citrus, Clay, Columbia, Duval, Flagler, Glades, Highlands, Indian River, Lake, Levy, Marion, Martin, Nassau, Okeechobee, Orange, Osceola, Polk, Putnam, Seminole, St. Johns, St. Lucie, Sumter, Union, Volusia.
January 2008 - Panda Consulting completes PLSS Update Pilot Project for Southwest Florida Water Management District
Panda Consulting has completed the PLSS Update Pilot Project for Southwest Florida Water Management District. The project involved developing a data structure and maintenance procedures for more accurate PLSS locations throughout the district's jurisdictional boundaries. Included in the project was the design of an efficient and effective geodatabase that will be used by the District to map PLSS data; Develop efficient editing and maintenance procedures; Recommend a efficient maintenance schedule; Increase the accuracy of the PLSS layer; Create an inventory of each County's PLSS data; Evaluate accuracy of each County's existing data; and Provide a cost estimate for populating the PLSS for the entire District.
November 2007 - Panda Consulting teams with Photo Science, Inc. and is awarded contract with SWFWMD
Panda Consulting has teamed up with Photo Science Inc. of Lexington, Kentucky to provide SWFWMD with Geospatial Data Collection and Analysis Services on an on-call basis over a three year period. Under the terms and conditions of this Indefinite Delivery Indefinite Quantity agreement, Photo Science will provide a host of geospatial mapping, data management and analysis services to assist the District in accomplishing its mission of preserving and protecting Florida’s resources. Central to the District’s mission is maintaining the balance between the current and future water needs while protecting and maintaining the natural systems which provide existing and future water supply. “Geospatial technology provides us valuable tools needed to help us accomplish our mission,” says District Project Manager, Dr. Steve Dicks. “This contract will serve us as a vehicle to effectively and efficiently deploy geospatial technology.”

October 2007 - Panda Consulting presents GIS and Disruptive Technologies at PBC GIS Expo
On Friday, October 5, 2007, Frank Conkling of Panda Consulting presented a discussion on GIS and Disruptive Technologies at the Palm Beach County GIS Expo. The presentation detailed how Disruptive Technologies and, specifically, Disruptive Innovation is changing the definition of spatial technology. The presentation included a review of the history of Disruptive Technology and the manner in which these Disruptive Innovations evolve, pushing the existing technologies further and engaging a greater number of people than the original technology ever could.
September 2007 - SJRWMD Chooses Panda Consulting for Easement Mapping Project
Panda Consulting was recently chosen from a dozen other applicants to provide easement mapping and wetland mapping services for the St. Johns River Water Management District. The project includes examining recorded easement deeds, extracting the relevant deed information and mapping the respective easement locations together with reviewing wetland delineation surveys and creating wetland and project information for use in SJRWMD's GIS.
August 2007 - PBCWUD Utility GIS Training
Panda Consulting has provided customized GIS training services to Palm Beach County Water Utilities Department at their offices. The training to the Department's plan review and engineering technicians, covered the basics of GIS and the ways in which AutoCad files are integrated into ArcGIS. Covered topics included GIS basics, displaying, querying, analyzing data, georeferencing CAD files and producing maps.
June 2007 - SWFWMD Easement Mapping Contract
SWFWMD has contracted with Panda Consulting to convert the existing backlog of conservation easements to allow SWFWMD staff to begin the process of converting new conservation easements that are granted to the District. This project is illustrative of the ability of Panda Consulting to supplant the existing resources of organizations. Panda Consulting will complete the conversion by the end of 2007 and deliver the completed geodatabase to SWFWMD.
May 2007 - NPBCID GIS Consulting Services Contract
Northern Palm Beach County Improvement District, a Florida Chapter 298 Special District has contracted with Panda Consulting to provide on-going GIS consulting services including: geodatabase design, data conversion, quality control, GIS training, IS training, application design and development and project management services for its Palm Beach Garden's offices. The multi-year contract will allow NPBCID to focus on the strategic planning elements of its GIS implementation while Panda Consulting provides all requisite GIS services required to support the existing GIS staff.
May 2007 - Presentation at 2007 SERUG
Frank Conkling gave a presentation at this year's ESRI Southeast Regional User's Group in Jacksonville on techniques for assessing the accuracy of your data sets. The presentation provided background on the various aspects of spatial accuracy and issues associated with accuracy assessments.
March 2007 - SWFWMD ERP Geodatabase Design Project
Southwest Florida Water Management District has contracted with Panda Consulting to provide user needs analysis and geodatabase design for its Environmental Regualtory Permitting Conservation Easement project. The project will evaluate the manner in which easement interests are being track at SWFWMD and define a geodatabase and conversion procedures as a result of this analysis. Panda Consulting shall also be developing conversion procedures and provide training to SWFWMD staff on these eprocedures.
January 2007 - Citrus County Parcel Mapping Project
Panda Consulting continues the conversion of the Citrus County Cooperative's land parcel data. Approaching 75% complete, Panda has worked closely with the Citrus County Property Appraiser's staff to identify and resolve problem mapping areas while continuing to ensure continued quality and timely deliveries of the final cadastral database.
December 2006 - Wakulla County Parcel Mapping Project
Panda Consulting has completed all parcel creation for the Wakulla County Property Appraiser's office and has entered into a bridge contract to provide workflow development and parcel maintenance training for Wakulla County staff. The conversion project consisted of approximately 23,000 parcels together with geodatabase design, project management and interim knowledge transfer to WCPA staff.
May 2006 - Miami Dade GIS Training
Miami Dade has contracted with Panda Consulting to provide customized training for several department departments with the Miami Dade government. The training shall include simle and advanced editing, COGO implementation, georeferencing Cad files and scans and workflow development. All training shall be conducted on-site and custom training materials shall be provided.
March 2006 - SWFWMD ERP Geodatabase Design Project
Southwest Florida Water Management District has contracted with Panda Consulting to provide user needs analysis and geodatabase design services for its Environmental Resource Permitting Division. The user needs analysis consists of reviewing existing documentation, databases, tables, processes, and procedures associated with the project. In addition, interviews with SWFWMD staff assigned to the project shall be conducted to determine existing and future needs. This information shall be compiled into a preliminary report documenting the findings that shall be used to develop a conceptual geodatabase diagram. The conceptual design shall identify thematic layers, relationships, methods and properties of the data. The second pahse of the project shall consist of converting the conceptual design into a logical geodatabase design for the project and conducting a review workshop with SWFWMD staff to determine suitability of the design for the project. The logical design shall develop feature representation, attribution and symbology, together with requisite relationship classes, domains, subtypes and rules. Modifications to the design shall be incorporated into the final physical geodatabase design with a final review workshop conducted at SWFWMD site to allow additional revisions to the database. The physical design shall include the creation of a geodatabase schema and conversion and loading of existing spatial data into the geodatabase and development of policies and procedures implementing the new structure. Finally, spatial editing workflow and training shall be provided at at SWFWMD's site.
February 2006 - Jasper County Parcel Maintenance Contract
Panda Consulting continues providing parcel maintenance services for the Jasper County Property Assessor Office in Jasper County, South Carolina. These services include monthly updates to their cadastral layer and periodic support services including on-site visits and training in the use of ESRI's GIS software for mapping and assessing purposes. The Property Assessor has recognized the benefit and efficiency of using Panda Consulting as its "virtual" GIS department.
December 2005 - Panda Consulting now has a Tallahassee presence.
It was announced today that effective January 3, 2006, Panda Consulting has a presence in Tallahassee, Florida. Its newest employee, Joan Cameron, of Chatahoochee, Florida shall join forces with Panda Consulting to provide more convenient mapping and consulting services for our clients in the Central and Panhandle regions of Florida. Joan brings many years of parcel mapping experience to Panda and should prove valuable in improving the communication with existing and new clients.
November 2005 - Broward County awards Conversion Contract to Panda Consulting
It was announced today that the Broward County Property Appraiser's office has entered into a contract with Panda Consulting to provide design, consulting, conversion ad training services for that office's move from coverages to an enterprise geodatabase. The contract covers conversion of the existing tiled coverages, design of a new, multi-user geodatabase and a throrough review and update of the office workflow to take advantage of the new technology and structure.
July 2005 - South Carolina awards Frank Conkling GIS License
It was anounced today that Frank Conkling was awarded registration in South Carolina as a Geographic Information System (GIS) Surveyor.
According to South Carolina law:
A Professional Geographic Information System (GIS) Surveyor is qualified to and:
1. Creates, prepares, or modifies electronic or computerized data including land information systems and geographic information systems relative to the performance of the activities described in subsections (a) and (b) above.
2. Creates digital spatial data based on integration, interpretations, transformations, and/or the manipulation of primary data sources that affects the health, welfare, or safety of the public.
3. Performs work of a land boundary surveyor as described in subsection C(2)(a) above or as a photogrammetric surveyor as described in the item C(2)(b) above only after obtaining a license in those categories.
March 2005 - SJRWMD Picks Panda Consulting for Easement Mapping Project
Panda Consulting was recently awarded a multi-year contract with the St. Johns River Water Management District to provide easement mapping services. The project includes mapping easement locations and attributes from deeds provided by SJRWMD on a monhly basis and will be utilizing a propritary database developed by Panda to coordinate delivery and management of the poject by both parties.
November 2004 - Panda Consulting Announces New Employee
It is our pleasure to announce the addition of John V. Nguyen to the staff of Panda Consulting. John is a recent graduate of Florida Atlantic University where he double majored in Criminal Justice and Political Science as well as minored in Geographic Information Systems (GIS). John comes to us after serving GIS Internships with the Palm Beach County Criminal Justice Commission and the West Palm Beach Police Department CompStat Unit. He will serve as our GIS Technician and is a great addition to the Panda Team.
August 2004 - Panda Consulting Survives Hurricane Jeanne
It seems hard to believe that yet another hurricane has swept through Florida. Luckily, we are all safe, the office came through intact, and most of our homes sustained only minor additional damage. Though a little unnerved, we all feel blessed that we were spared from the major destruction incurred by our neighbors to the north, and our thoughts and prayers are with them as they begin the rebuilding process. As we return to work, we're happy to see that there are no new storms looming on the horizon, and we are hopeful that we have seen the very last of them.
August 2004 - Panda Consulting Survives Hurricane Frances
Tens days ago, Panda Consulting experienced the effects of Hurricane Frances. Many of us at Panda experienced the storm by taking shelter at the same site as landfall. We have emerged from the storm slightly scathed; with no injuries; but with a new found respect for Mother Nature's fury and with several of us needing new roofs. The only casualty of the office seems to be a single server that does not want to return to work after being visited by Frances.
The office finally has sufficient utilities that we can begin to reassemble Panda and work on the projects that have been delayed too long. There is electricity, water, air conditioning, and phone service. There is not, however, access to the Internet nor email from the office. (Bellsouth has given me an appointment for October 11, 2004 at 8:30 am to restore the DSL service.) Of necessity, we will be use whatever means we can to communicate, but please consider internet access and email to our office unavailable for a while.

April 2004 - Frank Conkling Presents Session at the 2004 Joint Mapping Conference
Frank Conkling, the founder of Panda Consulting, presented a session today at the Joint Mapping Conference in Daytona Beach, Florida on Designing and Implementing a Geodatabase for Parcel Mapping. This presentation discussed the advantages of migrating to this new technology and stepped the attendees through the decision process involved in designing and implementing a geodatabase for parcel mapping purposes. Discussions included the benefits and approaches to conversion of existing coverage and shapefile-based parcel fabrics into the geodatabase structure, development of domains, subtypes and topological rules for data consistency and strategies to ease the transition. April 2004 - Panda Consulting Announces New Employee
It was announced today that Panda Consulting has hired Amanda Miranti-Paxton as its office manager. Amanda brings many years of experience in Real Estate and office management to Panda Consulting and is a great addition to the Panda Consulting team. Amanda will oversee all office activities and develop and manage a cohesive training program for the Palm Beach Gardens office.
January 2004 - Panda Consulting Announces New Training Workshops
It was announced today that Panda Consulting has introduced new one day workshops to assist its clients in learning and integrating GIS technology into their organizations. These workshops will provide an easy way to continue your GIS experience beyond the standard one and two day classes; these workshops will focus on a single topic and provide complete in depth knowledge transfer about that single topic. December 2003 - Panda Consulting Announces Internship Program
It was announced today that Panda Consulting has implemented an internship program to assist those individuals interested in developing their GIS skills and seeking GIS experience within a vibrant, challenging environment while continuing their education. The internships are six or twelve months in duration and open to anyone attending an educational program seeking a degree. Applicants should be self motivated, self learning individuals that work well with minimal supervision. GIS software and project management skill training is available. November 2003- Panda Consulting Partners on a Project for St. John's River Water Management District
It was announced today that Panda Consulting has entered into a partnership agreement with GIS Solutions, Inc. (GSI) to provide easement mapping services for St. John's River Water Management District (SJRWMD). Under this agreement, Panda Consulting will develop a geodatabase for managing SJRWMD easement interests and provide parcel mapping design, and conversion services. Panda Consulting will review and map SJRWMD easements in 19 different counties and input these easements into this geodatabase. In addition, Panda will develop a web-based database to manage the non-spatial attribute information relating to these easements.
November 2003- Panda Consulting Enters into Agreement with Citrus County Information Cooperative
It was announced today that Citrus County Information Cooperativel, (CIS) and Panda Consulting have entered into an agreement under which Panda Consulting will provide parcel mapping design, conversion and training services for CIS. Panda Consulting will work with CIS staff to develop a comprehensive geodatabase design and create the 140,000 +/- parcels within Citrus County into this geodatabase. The contract includes the conversion and complete knowledge transfer to CIS staff of techniques and procedures used for this conversion. Under this contract, Panda will also be creating a separate subdivision lot database for the Citrus County Engineering Department.
November 2003- Panda Consulting Enters into Agreement with Northern Palm Beach County Improvement District
It was announced today that Northern Palm Beach County Improvement District, (NPBCID) and Panda Consulting have entered into an agreement under which Panda Consulting will partner with Andelain Softworks, Ltd. and develop and install a web-enabled flexible organization wide information management system for use by NPBCID staff. This information management system will allow NPBCID staff to store and maintain information on all NPBCID facilities, contracts, work authorizations and files. The system shall include the ability to capture and produce maintenance orders and documents and images to any record within the system. In addition, the agreement includes the provision for Panda Consulting to aid NPBCID in developing a comprehensive GIS for the organization.
November 2003 - Jasper County, SC Renews Contract with Panda Consulting
It was announced today that the Jasper County, South Carolina Property Assessor Office (PAO) and Panda Consulting have renewed the existing agreement under which Panda Consulting provides "virtual" GIS services. Under the contract Panda Consulting performs all GIS related tasks for the PAO including splits and combines of parcels, updating and maintenance of the Countywide layers and generation of all map products generated and required by the PAO. In addition, Panda Consulting will develop and install a public access application for use by Jasper County landowners allowing full read access to the PAO data.
November 2003 - Village of Palm Springs Renews Agreement with Panda Consulting
It was announced today that the Village of Palm Springs, (VPS) and Panda Consulting have renewed their agreement under which Panda Consulting provides complete GIS services for the Village. Previous efforts with VPS have resulted in completion of all initially identified data layers and conversion of most of the utility data layers. October 2003 - Panda Consulting enters into Agreement with the Town of Jupiter
It was announced today that Panda Consulting and the Town of Jupiter (Jupiter) have entered into an agreement for scanning, georeferencing and conversion services. Under the agreement, Panda Consulting shall scan design and as-built Engineering drawings for the Utility Department, georeference the scans and create GIS databases features from those georeferenced scans. The features are attributed with type, size, drawing and other pertinent information and then provided to Jupiter to update their GIS.
October 2003 - Panda Consulting Expands Office
Panda Consulting announced today the expansion of its offices at 9089 N. Military Trail, Palm Beach Gardens. The new expanded office includes a 450 square foot enhanced training facility, expanded offices and a break room. The training facility can handle from 6 to 18 students at a time and is outfitted with state of the art equipment including laptops for all students, high resolution projector, whiteboard and wireless Internet access.
September 2003 - Joseph Conkling Joins Panda Consulting

March 2003- Panda Consulting Enters into Second Agreement with Seacoast Utility Authority
It was announced today that Seacoast Utility Authority and Panda Consulting will build upon the success of its asset management system and have entered into an agreement under which Panda Consulting will partner with Andelain Softworks, Ltd. and develop and install a web-enabled flexible facility management system for use by Seacoast Utility Authority. This facility management system will allow the geographically dispersed plant operators to develop and maintain descriptive information about the plant facilities in an extremely flexible format. The system shall include the ability to capture and produce maintenance orders and documents and images to any record within the system.
March 2003 - Panda Consulting Opens New Office
It was announced today that Panda Consulting is opening its new office at 9089 North Military Trail, Suite 21 in Palm Beach Gardens, Florida. It was announced today that Seacoast Utility Authority and Panda Consulting have entered into an agreement under which Panda Consulting will partner with Andelain Softworks, Ltd. and develop and install a web-enabled asset management system for use by Seacoast Utility Authority. After reviewing initial acquisition cost for software, hardware and staff training, Seacoast has contracted with Panda Consulting to develop and implement its Asset Management System providing real time organization wide access to information on its field assets and provide service order management for all its field crews.

It was announced today that the County of Wakulla and Panda Consulting have entered into an agreement under which Panda Consulting shall provide parcel map conversion services for the county. Panda is offering a complete turnkey solution to the county for conversion from its existing paper maps to an integrated GIS solution. Contract length is two years.

April 2002 - Panda Consulting Team Awarded Scanning Project by Palm Beach County Water Utility Department.
The Palm Beach County Water Utility Department today awarded the team of Microforms Management and Panda Consulting with the scanning and indexing project for over 16,000 drawings. The project includes scanning services, the implementation of a web-based indexing and retrieval database and georeferencing of over 12,000 engineering drawings.
April 2002 - Panda Consulting Awarded SNAPS II Agreement by the State of Florida.
The State of Florida awarded Panda Consulting a State Negotiated Agreement Price Schedule (SNAPS II) contract today. SNAPS II is a vehicle that enables Florida State Agencies, Local Government entities, and other eligible users to obtain products and services at highly competitive prices. SNAPS II is established for a one (1) year term, and may be extended for up to three additional one year terms. March 2002 - Panda Consulting Offers ArcGIS 8 Training Courses throughout the State of Florida.
Panda Consulting, in response to a request by the Florida Department of Revenue, has created a customized Parcel Mapping with ArcGIS training course and has offered the course in Tallahassee and Old Town during the past six months. Response from the mapping community was overwhelming and every seat was reserved in the classes before the first day of teaching. Panda proposes to offer this same custom course together with the standard ESRI offerings at various locations around the state during the next calendar year. January 2002 - Panda Consulting Expands Staff to better serve its Client Base.
Panda Consulting, in order to better serve its clients has hired two employees, a senior analyst and a parcel mapper. The senior analyst, Brian Kelly is a graduate of the University of Pittsburgh and received his master degree in Geography from Florida Atlantic University. He is currently teaching GIS courses at Florida Atlantic University and brings a wealth of knowledge to the staff of Panda Consulting.
Jacqueline Conkling, the parcel mapper, recently fulfilled five years of military service in the United States Army as an Intelligence Analyst stationed at Schofield Barracks, Hawaii, 25th Infantry Division, 125 Military Intelligence Battalion and United States Southern Command in Miami. Florida. She brings a unique perspective to the civilian application of image processing and remote sensing.
