Citrus Information Cooperative Mapping Project
Background
Citrus County is located on the West coast
of Florida and consists of over 145,000 taxable parcels.
Panda Consulting is providing multi-year Parcel Mapping
services for the Citrus Information Cooperative, (CIC),
which includes the Citrus County Property Appraiser, City
of Inverness, City of Crystal River and the Citrus County
Tax Collector.
The project includes the design and implementation of an
integrated geodatabase, conversion of all parcels from
record documents and complete training for the staff of
Citrus Information Cooperative.
Participants
The Citrus County Property Appraiser and its staff have
assumed a leadership role in the process and have committed
to collecting and providing to Panda Consulting the most
current and complete background information it has
available. Although this collection process requires extra
time to compile and transmit this data, this effort ensures
the most efficient mapping process as well as the most
accurate mapping product possible.
As with any multi-departmental project of this magnitude,
the more departments participating in the process and
providiing resources and funding for the project, the
sooner a successful completion can be achieved.
Geodatabase Design
The geodatabase design is one of the most complete in the
State of Florida, with over 19 feature classes and multiple
topology objects. All text appearing in the final published
map are generated through labelling and advanced label
expressions have been developed to facilitate various
placement options for the text. Extensive use of subtypes,
associated domains and defaults and several topology
objects complete the design of this geodatabase.
Methodology
All mapping is conducted within a single township; allowing
CIC to control the velocity of parcel delivery and ensuring
that the latest information is provided during the mapping
process. This ensures that all mapping is conducted on the
latest CAMA extract and that upon delivery, CIC mappers
perform their quality control check and immediately assume
maintenance responsibility. This methodology ensures that
the transition from Panda Consulting to CIC is performed
efficently and without major disruption to their daily
operations.
