in conversion of hard copy maps to geodatabases. Prior to
any conversion project, Panda representatives meet with the
client and review existing workflows to ensure that the new
technology will cause minimal disruptions while providing
maximum benefits.
Geodatabase Design
During the initial meeting, a discussion regarding the
design of the geodatabase is initiated. The geodatabase
serves three purposes within the organization; storage of
the data, means to maintain and edit the data, and creation
of maps, reports and other publications. These three modes
often have conflicting design needs and the final
geodatabase design is a compromize between the three
needs.Once the prototype database design is complete,
existing dataset, if available are converted and testing is
begun to ensure the database works as envisioned.
Development of Source Documents Checklist
When contracted for conversion from hard copy to digital
data, a checklist of available source documentation is
developed to ensure that all resources are utilized.
Possible source documents include: copies of deeds,
subdivision plats, unrecorded or assessor maps, Department
of Transportation R/W surveys, private surveys, GLO
township plats, certified corner records for the Public
Land Survey System, CAMA extracts, aerial photography and
any other records that may help the mapping effort.
Pilot Project & Conversion
A small pilot project area is agreed upon and initial
mapping begins. It is during this initial stage that
initial parcel creation and conversion occurs. It is
important that during this phase in the conversion,
problems in source documentation, CAMA conversion,
insufficient ground control and methodology are identified
and solutions developed to remedy these problem areas.
Deliverables
Finally, a schedule of deliverables and quaity control
procdures are agreed to and full production begins.
